Nominee in MC\u2019s"},"content":{"rendered":"<p><span style=\"color: #ff0000;\"><strong>&nbsp;Call Decision Arbitrary that Hits Colleges&#8217; Autonomy<\/strong><\/span><\/p>\n<p>Ludhiana, March 2 (Punjab Post Bureau) &#8211; Terming the various decisions announced by Punjab government recently <img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-204827 size-full\" src=\"https:\/\/punjabpost.in\/welcome\/wp-content\/uploads\/2022\/03\/PPNJ0203202201.jpg\" alt=\"\" width=\"800\" height=\"347\" srcset=\"https:\/\/punjabpost.in\/welcome\/wp-content\/uploads\/2022\/03\/PPNJ0203202201.jpg 800w, https:\/\/punjabpost.in\/welcome\/wp-content\/uploads\/2022\/03\/PPNJ0203202201-300x130.jpg 300w, https:\/\/punjabpost.in\/welcome\/wp-content\/uploads\/2022\/03\/PPNJ0203202201-768x333.jpg 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/>with regard to higher education as arbitrary and detrimental to their interests, the Executive Body of Non-Govt. Colleges Managements Federation (NGCMF) today reiterated not to call government\u2019s nominee in its Managing Committee meetings. They said the procedure is already well in place when it comes to manage the affairs of the College&#8217;s and government was hitting at the autonomy of the higher educational institutions.<\/p>\n<p>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;The decision was taken during the meeting of the Executive Committee of the NGCMF which was held at GGN Khalsa College Ludhiana under the chairmanship of President Rajinder Mohan Singh Chhina. The Executive members who discussed various burning issues pertaining to the Colleges\u2019 Managements also asked all managements to refrain from calling government nominee to its meetings.<\/p>\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The apex body of the 142 aided colleges called upon the state government to save higher education which is facing huge losses due to the flight of the students to foreign countries. While criticizing various arbitrary decisions being taken by DPI and Higher Education Department that undermine the autonomy of Colleges in Punjab and Chandigarh, they vowed to fight for their rights in public and legal forums.<\/p>\n<p>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; The members also opposed the recent directive of government to send their nominees appointed to visit aided colleges and submit their report to the government at the earliest. The executive stated that they would take a legal recourse on the issue if the directives ware not withdrawn. They said that in no case an appointee who is much junior in status shall be tolerated with voting rights and veto powers.<\/p>\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; \u201cAll the members were unanimous in their views today to say no to government nominee. The Colleges are in the severe financial crisis and instead of helping these institutions, the government is bent upon to destroy the higher education in Punjab\u201d, said President RMS Chhina. He also sought early release of the SC scholarships to the Colleges. He added that despite court orders the government was not releasing the money for SC students to the Colleges, jeopardizing the fate of the downtrodden.<\/p>\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Federation\u2019s senior Vice President Ramesh Kumar Kaur, vice president Tejinder Kaur Dhaliwal general secretary SM Sharma and Advisor Ravinder Joshi opined that already three government agencies audit the accounts of the colleges besides their own internal as well as external audit by the qualified chartered accountants (CAs). The members sought immediate release of pending grants under Post Matric Scholarships for SC students in one installment and restoration of 95 per cent grant-in-aid scheme while making appointments of teachers in the colleges.<\/p>\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The issues including pending DPI grants, implementing 95% grant-in-aid schemes instead of 75% for appointment of the teachers, filling up of vacant posts, repealing the reservation policy clear distinction in functioning of colleges and universities, waiving of road tax for vehicles owned by colleges and better coordination of state universities were also discussed in details.<\/p>\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; \u201cWe are a paramount representative body of all the Colleges in the region and we would be joined by Principals\u2019 and Teachers Associations in the coming days to press for our rights at the united forums\u201d, said Chhina earlier.
