New Delhi, May 5 (Punjab Post Bureau) – The Minister for Civil Aviation Shri Ashok Gajapathi Raju and MoS Shri Jayant Singh briefed media today with regard to handling of \u00a0unruly passengers.\u00a0 They informed that\u00a0\u00a0 the Civil Aviation Requirement (CAR) on \u201cHandling of unruly\/disruptive passengers\u201d \u00a0is being revised to enhance the safety and security \u00a0of passengers, crew as well as airlines.\u00a0 During\u00a0 the press conference the Secretary for Civil Aviation Shri R.N. Choubey gave details of the draft CAR.<\/p>\n
Main features of\u00a0 the proposed CAR are as follows:<\/strong>a)Three levels of unruly behaviors defined viz. Level 1 \u2013 disruptive behavior, Level 2 \u2013 physically abusive behavior and Level 3 \u2013 Life- threatening behavior.<\/p>\n b)The Airlines will maintain a database of such passengers which will form a National \u00a0No-fly List of unruly\/disruptive passengers.\u00a0 Individuals identified by MHA as national security threats will also form part of the National No-Fly List.\u00a0 Such names will be forwarded to the individuals by the airlines indicating the reasons for inclusion of their names in the National NO-Fly List.<\/p>\n c)For passengers indicated in the National No-Fly List, airlines will have option to bar the unruly passenger from taking flights to\/form\/within India for a period ranging from 03 months to a maximum of two years depending upon level of unruly behavior.\u00a0 For every subsequent offence, the person will be banned for twice the period of previous ban.<\/p>\n d)Provides for two tiers of complaint handling mechanism in such cases, viz. initial inquiry at airlines level by an internal committee headed by a retired Distict & Sessions Judge and an appeal at Govt. headed by Retired Judge of a High Court of India<\/p>\n <\/p>\n The Secretary informed that other Airlines as well as International Airlines were free to take cognizance of No Fly List and extend ban to the concerned individual or group of individuals.\u00a0 However individuals in \u00a0No Fly List \u00a0identified by security agencies would have no right to appeal.<\/p>\n <\/p>\n The Secretary informed\u00a0 the media that after placing the draft on public domain and getting responses and suggestions, the Ministry is confident that the matter would be finalized by the end of June, 2017.<\/p>\n","protected":false},"excerpt":{"rendered":" New Delhi, May 5 (Punjab Post Bureau) – The Minister for Civil Aviation Shri Ashok Gajapathi Raju and MoS Shri Jayant Singh briefed media today with regard to handling of \u00a0unruly passengers.\u00a0 They informed that\u00a0\u00a0 the Civil Aviation Requirement (CAR) on \u201cHandling of unruly\/disruptive passengers\u201d \u00a0is being revised to enhance the safety and security \u00a0of …<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"om_disable_all_campaigns":false,"footnotes":""},"categories":[11],"tags":[],"class_list":["post-95281","post","type-post","status-publish","format-standard","","category-english"],"yoast_head":"\n
